The City Of Laguna

The City of Laguna Beach Fire Department invites your consideration of the attached Request for Proposal (RFP) for vegetation management and removal services related to its wildland fire defense program. The City treats 480 acres annually in its fuel modification programs, 268 by grazing and the balance by hand modification. This RFP will address those acres managed by hand crew modification. The City has been successful in obtaining a significant State Grant to fund expansion of wildland fire protection efforts within the City. This effort includes development of new fuel breaks around homes and escape routes in the Wildland-Urban Interface. Maintenance for additional, existing fuel breaks on the City’s urban perimeter is included in this RFP. As such, both construction and maintenance will be required of the City’s new vendor(s). Environmental protection and regulatory compliance is the foundation for achieving development of fire protection through vegetation management in the City. The selected vendor will be tasked to conduct work through environmentally sensitive means and methods. Vendor staff will be expected to participate in City sponsored environmental training, work with environmental monitors in the protection of sensitive species, and provide consistent supervision and leadership of crews engaged in City work, as they accomplish significant fire protection/fuel break infrastructure development. The City will accept proposals for all or part of the requested work, however preference will be given to vendors capable of conducting the entire range of services within the requested time frames, or from consortiums or partnerships of multiple vendors in a team proposal. The City may select one or more vendors to perform this work.
