Notice is hereby given to the general public of the availability for public review and comment on the following environmental documents. Please call the telephone number listed in each particular item for information regarding the location where the document is available for the review and where written comments must be addressed. CD indicates the City Council District. The publication is intended to serve as our Notice of Intent to adopt the following Proposed Mitigated Negative Declaration (MND) or Negative Declaration (ND). NG-18-034-PW: NOTICE OF AVAILABILITY (NOA) OF THE DRAFT INITIAL STUDY / MITIGATED NEGATIVE DECLARATION (IS/MND) FOR THE SOTO STREET ROADWAY WIDENING PROJECT FROM MULTNOMAH STREET TO MISSION ROAD (W.O. E700320D) The City of Los Angeles (City) has released an Initial Study / Mitigated Negative Declaration (IS/MND) for the Soto Street Roadway Widening Project from Multnomah Street to Mission Road (project). The City is requesting input from responsible agencies, trustee agencies, stakeholders, and other interested parties regarding the content of the environmental analysis and information included in the IS/MND. The IS/MND is available for review for a 30-day period ending on August 6, 2018. Project Title: Soto Street Roadway Widening Project from Multnomah Street to Mission Road Project Applicant: City of Los Angeles Project Description: The project would widen Soto Street from three lanes to four lanes (two lanes in each direction) by adding an additional through lane in the southbound direction; add and widen approximately 2,500 feet of sidewalk on the west side of the street and add approximately 2,700 feet of new sidewalk on east side of the street; create a new striped median and add protected bicycle lanes and shoulders to both sides of Soto Street; and incorporate Green Street elements consisting of infiltration basins with drought-tolerant planting, that would include approximately 2,500 feet of new storm drain culvert. The project would also improve the existing signalized intersection of Multnomah Street and Soto Street as well street lighting improvements along Soto Street. Project Location: The project would be located in the northeastern part of Los Angeles, along Soto Street (34°04'16.2"N 118°11'41.1"W) between Multnomah Street and Mission Road. The corridor connects the Cities of Pasadena, South Pasadena, Alhambra and the El Sereno community to the northeast, with the Lincoln Heights community to the southwest, and the Boyle Heights community to the south. Anticipated Significant Environmental Effects: Based on the analysis of the IS/MND, operation and construction of the project would not result in significant and unavoidable impacts to the project area. Other issues addressed in the IS/MND include: aesthetics, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, noise, population and housing, recreation, transportation and traffic, tribal cultural resources, and utilities and service systems. With implementation of mitigation measures, no significant and unavoidable project impacts associated with these environmental topics are expected. Public Review Period: The ISMND is being made available for public review for a 30-day period, commencing on July 5, 2018, and concluding on August 6, 2018. Public comments on the IS/MND will be received during this period.
