NOTICE INVITING BIDS FURNITURE DEALERSHIP’S ESTIMATE: $340,000 - $ 375,000 QUESTIONS REGARDING THE PROJECT SHOULD BE DIRECTED TO THE PUBLIC WORKS DEPARTMENT AT 818-790-8882 or E-MAIL QUESTIONS TO Patrick V. DeChellis; Public Works Director pdechellis@lcf.ca.gov RECEIPT OF PROPOSALS. Sealed proposals will be received at the office of the City Clerk, City Hall, 1327 Foothill Boulevard, La Canada Flintridge, California 91011-2137, until 2:00 p.m. on Tuesday, October 23, 2018 to perform all work required under the City’s Specifications entitled: CONTRACT DOCUMENTS AND SPECIFICATIONS FOR CITY HALL FURNITURE, FIXTURES, AND EQUIPMENT ONE CIVIC CENTER DRIVE CONTRACT 18/19-2 AB44, EFFECTIVE JULY 1, 2014. If a bidder submits a bid that includes a subcontractor who would be performing work in amount in excess of 1⁄2 of 1% of the bidder's total bid or in the case of bids for the construction of streets or highways, including bridges, in excess of 1⁄2 of 1% of the bidder's total bid or $10,000, whichever is less, then in addition to the subcontractor's name and business address, the subcontractor's State contractor's license number must be included as part of the information submitted for that proposed subcontractor. Failure to provide the subcontractor's license number shall render the bid non-responsive. ADDENDA. Addenda, if any, will NOT be mailed out to any of the plan holders and will ONLY be posted on the City website at: www.lcf.ca.gov. It shall be the Bidder’s responsibility to check the City website for any addenda. OPENING OF PROPOSALS. The proposals will be publicly opened and read at the time and date stated above, in the office of the City Clerk in said City Hall, and the results will thereafter be referred to the City Council for consideration at a subsequent meeting. SCOPE OF WORK. The work to be done consists of furnishing all labor, materials, equipment, tools, and incidentals as required by the Plans, Specifications, and Contract Documents. The general description of work is the Furniture, Fixtures, and Equipment for of over 19,000 square feet of existing space (formerly Sports Chalet headquarters and call center) into new City Hall offices and a new City Council Chambers. COMPLETION OF WORK. The contract work shall be completed by January 18, 2019. PLANS AND SPECIFICATIONS. Copies of the Plans and Specifications may be examined without charge at the Public Works Department in La Canada Flintridge City Hall. Complete sets (Compact Disk (CD)) may be obtained from the Public Works Department at City Hall upon payment of a charge of $5.00 (non-refundable) for each set (CD). A charge of $5.00 (non-refundable) will be made for mailing each set (CD). The Notice Inviting Bids and the Plan holders list will be posted on the City website. GUARANTEE. Each bid shall be made on the proposal form furnished by the City and shall be in accordance with the Plans, Specifications, and Contract Documents. CONFLICT OF INTEREST. In the procurement of supplies, equipment, construction, and services by sub-recipients, the conflict of interest provisions in 24 CFR 85.36, OMB Circular A-110, and 24 CFR 570.611 shall apply. No employee, officer, or agent of the sub-recipient shall participate in the selection, award, or administration of a contract supported by federal funds if a conflict of interest, real or apparent, would be involved. PREVAILING WAGES. Any contract entered into pursuant to this notice will incorporate the provisions of the State Labor Code. Pursuant to the provisions of the California Labor Code Section 1773.2, the minimum prevailing rate of per diem wages for each craft, classification, or type of worker needed to execute the Contract shall be those determined by the Department of Industrial Relations of the State of California, which are on file in the Public Works Department at City Hall and are available to any interested party on request. LABOR CODE CONCERNING APPRENTICES. Attention is directed to the provisions of Sections 1777.5 and 1777.6 of the Labor Code, concerning the employment of apprentices by the Contractor or any subcontractor under him. The Contractor and any subcontractor under him shall comply with the requirements of said sections in the employment of apprentices. It shall be the Bidder’s sole responsibility to evaluate and include the cost of complying with all labor compliance requirements. Information relative to apprenticeship standards and administration of the apprenticeship program may be obtained from the Department of Industrial Relations, California, or the Division of Apprenticeship Standards and its branch offices. PAYMENT RETENTION. The retention proceeds withheld from any payment by a public entity from the original contractor, by the original contractor from any subcontractor, and by a subcontractor from any subcontractor thereunder shall not exceed 5 percent of the payment. In no event shall the total retention proceeds withheld exceed 5 percent of the contract price. In a contract between the original contractor and a subcontractor, and in a contract between a subcontractor and any subcontractor thereunder, the percentage of the retention proceeds withheld shall not exceed the percentage specified in the contract between the public entity and the original contractor. CITY’S RIGHTS RESERVED. The City reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards in the interest of the City. No bidder may withdraw his bid for a period of thirty (30) days after the bid opening.
