Legal Notices: CITY OF LAGUNA BEACH Pursuant to the State of California Pubic Resources Code and the "Guidelines for Implementation of the California Environmental Quality Act of 1970" as amended to date this is to advise you that the City of Laguna Beach has prepared an Initial Study for the following project - PROJECT: To construct an addition to a "K" rated historic structure. LOCATION/ADDRESS: 180 Rockledge Terrace, Laguna Beach, CA 92651 APPLICATION NUMBERS: Design Review 17-2601, Variance 17-2602, and Coastal Development Permit 17-2600 APN(s): 656-151-17 GENERAL PLAN DESIGNATION AND ZONING: Village Low Density General Plan Designation, R-1 (Residential Low Density) Zoning Designation. PROJECT APPLICANT: Donna Ballard, Architect 1590 S. Coast Highway, Laguna Beach, CA 92651 (949) 494-8095 DESCRIPTION OF PROJECT: The applicant requests design review and a coastal development permit for a 1,191 square-foot addition to a "K" rated historic structure in the R-1 (Residential Low Density) zone. Design review is required for the additions greater than fifty-percent of the original structure (major remodel/new structure), upper level additions, elevated decks (182 square feet), elevator height, grading, retaining walls, water feature, two air conditioning units and landscaping. A variance is requested to encroach into the side and rear setbacks (existing structure and deck conversion), to encroach into a private street easement, and to allow stairs out of grade in the rear setback. ENVIRONMENTAL SETTING: The 6,188 square-foot lot is located on the oceanward side of Coast Highway between Rockledge Road (a private street) and Rockledge Terrace (a private access easement). The glass hour shaped lot maintains an average lot width of 50 feet and average lot depth of 105 feet and descends away from Coast Highway. The site is developed with a 1,781 square-foot two-story Regency Revival style duplex constructed in 1936. Surrounding land uses in the Rockledge Neighborhood include single-family residential to the north, south, east and west, and is characterized as a neighborhood of houses with minimum setbacks and interior orientations. PUBLIC COMMENT PERIOD: From April 21, 2018 to May 21, 2018, the public and all affected agencies are hereby invited to review the Mitigated Negative Declaration and Initial Study, and submit written comments. Such comments may be submitted prior to or during the public hearing(s).
