Legal Notices: CITY OF LOS ANGELES ENVIRONMENTAL NOTICES Notice is hereby given to the general public of the availability for public review and comment on the following Environmental documents. This publication is intended to serve as our Notice of Intent to adopt the following Mitigated Negative Declaration (MND) or Negative Declaration (ND). Documents are also available online at the Dept. of City Planning's website http://planning.lacity.org/. MITIGATED NEGATIVE DECLARATION-NG-17-140-PL: Citywide zoning ordinance affecting all parcels in the City of Los Angeles zoned for multifamily residential use & located within High Quality Transit Areas (HQTA). Additionally, PSH development could occur on some parcels zoned Public Facilities (PF), and on some sites which are currently protected under the City's Residential Hotel Unit Conversion & Demolition Ordinance in LAMC Section 47.70 et seq. CD's 1-15. Pursuant to CEQA Guidelines Section 15072(g)(5), the mitigated negative declaration (MND) does not identify any site on any of the lists enumerated under Government Code Section 65962.5 including lists of hazardous waste facilities, land designated as hazardous waste property, and hazardous waste disposal sites, and the information in the Hazardous Waste and Substances Statement required under subdivision (f) of that section. Please see the MND for a discussion of the potential for future development under the project to be on a list described in Gov't Code Section 65962.5. The Proposed Permanent Supportive Housing (PSH) Project is an ordinance (PSH Ordinance) that would amend the City of Los Angeles Municipal Code (LAMC) to facilitate development of PSH units. The purpose of this ordinance is to improve the process for the development of these units. The Proposed PSH Project would amend Sections 12.03, 12.04.09, 14.00 & 16.05 of the LAMC establishing regulations that define PSH & project eligibility criteria, establish unique development standards for PSH, and facilitate administrative review & approval, as well as modify certain provisions related to height & density, consistent with State Density Bonus Law. The PSH Ordinance would allow for projects to select concessions with respect to Zoning Code, including up to 20% decrease in required setbacks, up to 20% reduction in required open space, up to 20% increase in lot coverage limits, up to 35% increase in FAR and depending on the height district up to a 35% increase in height or one additional story. Additional design requirements include that when adjacent to or across an alley from an R2 or more restrictive zone, the building's transitional height shall be stepped-back within a 45-degree angle. REVIEW/COMMENT period of 30 days begins Jan. 11, 2018 and ends Feb. 10, 2018. The Los Angeles City Council, as lead agency, will make a determination on the project, following a public hearing to be scheduled. A future public hearing by the Planning and Land Use Management (PLUM) City Council Committee will be scheduled. PLUM Agendas may be found online at https://www.lacity.org/city-government/calendar. *MITIGATED NEGATIVE DECLARATION-NG-18-001-PL: ENV-2016-461. 5518 N Vineland Ave; North Hollywood-Valley Village. CD2. The project is the construction of a 4-story, 45 ft. in height, approx. 51,578 sf hotel with 106 rooms & with parking at grade & one level of subterranean parking. A total of 71 parking spaces & 10 bike spaces will be provided. The subject property consists of 2 level lots, totaling 29,691 gross sf (29,191 net sf after 5 ft. dedication) in the MR2-1VL (industrial) Zone. The site will be accessed from the Vineland Ave. frontage via 2 driveways. The property is currently developed with 2 small 1-story buildings (approx. 2,010 sf & 1,008 sf) built in 1947 with the remainder of the site covered with asphalt. The site is currently used for an auto repair business & a car sales lot. All buildings will be demolished. There are no trees on site. The project will require the excavation & export of approx. 10,966 cubic yards of earth. The project request includes a zone variance to permit a hotel use in the MR2 Zone & to exceed a Floor Area Ratio of FAR of 1.5:1 to approx. 2.27:1 FAR. REVIEW/COMMENT period ends: Jan. 31, 2018 MITIGATED NEGATIVE DECLARATION-NG-18-002-PL: ENV-2016-3498. 627-647 S Western Ave; 636-638 S Manhattan Pl & 3801-3815 W Wilshire Blvd; CD10. The proposed project is the construction, use & maintenance of a 102,939 sf, 132-unit, 5-story addition over an existing 4-story parking garage with 900 sf of ground floor retail, 265 automobile parking spaces, 149 bicycle parking spaces & 11,880 sf of Open Space; and the adaptive reuse of an existing 136,066 sf office building & 21,220 sf of retail into 176 residential units & 10,000 sf of retail. The project would result in a total of 308 residential units, 10,900 sf of retail space & 5,126 sf of restaurant space. The proposed project requires a Zone Change from C4-2, C2-2 & PB-2 to C4-2 for the entire site, a Zoning Administrator's Adjustment to permit zero-ft. side yards in lieu of the otherwise required 12 ft., a Director's Determination to permit a 10% reduction in the required Open Space in lieu of the otherwise required, and a Site Plan Review. In addition, the applicant has requested a Vesting Tentative Tract Map for the merger & resubdivision of 3 lots into 5 lots, including 1 ground lot & 4 airspace lots.
