The publication is intended to serve as our Notice of Intent to adopt the following Mitigated Negative Declaration (MND) or Negative Declaration (ND) MITIGATED NEGATIVE DECLARATION-NG-17-141-PL: ENV-2016-4127. 1048, 1054 & 1060 S Oxford Ave (3127-3133 W 11th St & 1056 S Oxford Ave; Wilshire. CD10. The project involves the demolition of existing single-family home, duplex & fourplex & the merger & re-subdivision of 3 lots for the construction, use, and maintenance of a new 7-story multi-family building, including 49 residential condominium units. The building would include 6 levels of residential, one-level of upper ground parking garage, and one-level subterranean parking garage. In totality, the project would provide 105 vehicle parking spaces. Four non-native trees with a trunk greater than 8-inches will be removed from the public right-of-way. Approximately 5,608 cubic yards of dirt will be exported. The requested entitlements are for a Height District Change from R4-1 & R4-2, a Zoning Administrator's Adjustment for reduced rear & side yards, and Tentative Tract Map No. 73679-CN for the creation of 49 residential condominiums. CD13. Pinnacle 360 ("the Project") is a proposed residential development located at the intersection of N. Hoover & W. Council Streets in the City of Los Angeles. The Project involves the demolition of the existing vacant Temple Community Hospital ("Hospital") & the construction of a new 5-story, 61-ft. tall residential complex. The Project would contain a total of 221 condominium units above one level of subterranean parking, as well as at-grade level parking, containing a total of 384 automobile parking spaces & 138 bicycle parking spaces on a 130,859-sf site. In order to implement the Project, the Applicant has requested approval of the following: (1) a Project Permit Compliance Review to allow a project located within the Vermont/Western Station Neighborhood Area Plan (SNAP) Specific Plan - Subarea B (Mixed Use Boulevards); (2) a Density Bonus Compliance Review to allow an on-menu incentive to increase the maximum building height from 50 ft. to 61 ft. for a project setting aside 11%, or 18 units, of the 163 by-right base density, for Very Low Income households & increasing the maximum density permitted by 35% to allow a total of 221 units; (3) a Site Plan Review to permit a Project that creates or results in an increase of 50 or more dwelling units; (4) a Director's Interpretation to clarify that the Specific Plan map includes the adjacent R4-zoned one-half vacated street within the property line & therefore is included for calculations of FAR & density, and is subject to the SNAP regulations & development standards for Subarea B; (5) a Director's Interpretation to clarify that the proposed forecourt plaza is an acceptable alternative to the pedestrian throughway required per Section 8.H of the SNAP, given the topography of the site; (6) a Vesting Tentative Tract Map for the creation of 221 condominium units & the merger of a portion of Hoover St. into the site; and (7) a Haul Route for the export of more than 1,000 cubic yards of earth material within the Bureau of Engineering (BOE) Special Grading Area.
