CITY OF LOS ANGELES ENVIRONMENTAL NOTICES Notice is hereby given to the general public of the availability for public review and comment on the following Environmental documents. This publication is intended to serve as our Notice of Intent to adopt the following Mitigated Negative Declaration (MND) or Negative Declaration (ND). Documents are also available online at the Dept. of City Planning’s website http://planning.lacity.org/. MITIGATED NEGATIVE DECLARATION-NG-18-047-PL: ENV-2017-1302. 431 N La Cienega Blvd & 412 N Westmount Dr; Wilshire. CD 5. The Solstice Project (“Proposed Project”) involves the demolition of a 7,373 sf car wash & a 5,310 sf commercial retail building for the construction of a multi-family residential building with a maximum of 72 dwelling units. The Proposed Project would include a mix of studio, one-bedroom & two-bedroom units of varying sizes & configurations. The Proposed Project would reserve 11% of its residential units as very low-income units. The residential building would include a total area of approx. 81,098 sf & include a maximum height of 5 stories (approx. 56 ft. above grade). The Proposed Project would have a Floor Area Ratio (FAR) of 3.0:1 & include 10,736 sf of open space on site. 70 vehicle parking spaces & 80 bicycle parking spaces, including 72 long-term & 8 short-term bicycle parking spaces would be provided in 1 level of subterranean parking. The Applicant is requesting the following approvals from the City: (1) a Density Bonus pursuant to LAMC 12.22A.25, including the following on-menu incentives: (i) increased height from 45 to 56 ft. & 5 stories, and (ii) increased floor area ratio from 1.5:1 to 3.0:1 FAR in the C2 zone; (2) a Waiver of Highway Dedication to seek relief from a 5-ft. highway dedication otherwise required along Westmount Drive; and (3) Site Plan Review for a residential development that results in an increase of 50 or more dwelling units and/or guest rooms. The Applicant would also request approvals & permits from the Dept. of Building & Safety (and other municipal agencies) for project construction activities which may including, but are not limited to, the following: excavation, shoring, grading, foundation, haul route, removal & replacement of street trees, and building & tenant improvements for the Project Site.
