CITY OF LOS ANGELES ENVIRONMENTAL NOTICES Notice is hereby given to the general public of the availability for public review and comment on the following Environmental documents. This publication is intended to serve as our Notice of Intent to adopt the following Mitigated Negative Declaration (MND) or Negative Declaration (ND). Documents are also available online at the Dept. of City Planning’s website http://planning.lacity.org/. NEGATIVE DECLARATION-NG-18-070-PL: ENV-2018-5223. This Project Area includes all lots within the Central City West Specific Plan Area; CD 1&13. The Proposed Project would modify the affordable housing requirements of the Central City West Specific Plan (Specific Plan). The Proposed Project, by itself, does not propose or authorize any development. The existing affordable housing requirements are triggered when the proposed development is a multiple-family residential or mixed-use project consisting of 11 dwelling units or more. The proposed modifications to the Specific Plan's existing affordable housing requirements would better align the requirements with changes to State and City regulations that were adopted subsequent to the adoption of the Specific Plan which similarly aim to encourage affordable housing within multiple-family residential & mixed use projects. Since the Specific Plan's adoption in 1991, several regulations, including, but not limited to, the State Density Bonus Implementation Ordinance; the City Density Bonus laws, the Affordable Housing Linkage Fee Ordinance, the Transit Oriented Communities Affordable Housing Incentive Program (TOC); and Measure JJJ, require and/or create incentives for development projects to provide a certain percentage of dwelling units as affordable dwelling units or pay fees. Future development projects consisting of 11 or more dwelling units will be required to comply with these revised provisions. The proposed ordinance includes the following changes: the method for calculating affordable dwelling units; the inclusion of additional income categories as an option to comply with the Specific Plan's lnclusionary Housing provision; the replacement of the Specific Plan's "Housing Linkage fee" with commensurate fees required by the Citywide Housing Linkage Fee Ordinance; and phasing of the implementation of the modified housing requirements. REVIEW/COMMENT period ends: Nov. 28, 2018 MITIGATED NEGATIVE DECLARATION-NG-18-071-PL: ENV-2017-258. 3800 W. 6th St. (SEC 6th St./Serrano Ave. to the SWC 6th St./Hobart Blvd.); Wilshire. CD10, The Project Applicant proposes to construct “3800 W. 6th St. Mixed-Use Development”- a 21-story, 240 ft. high mixed-use development with 313,017 sf of building area on a gross lot area of 45,807 sf (1.03 acres). The project site consists of 5 contiguous lots (APN 5503-028-007, 008, 009, and 010) situated on the south side of 6th St. on the southeast corner of Serrano Ave. & continuing to the southwest corner of 6th St. & Hobart Boulevard. The site is currently developed with 6,314 sf of commercial space, a care center & surface parking lot with approx. 36 spaces all to be demolished. The proposed project will include 122 residential condominium units, 192 hotel guest rooms, and 278 automobile parking spaces & 200 bicycle parking spaces located in a parking structure with 2 subterranean levels. The proposed mixed-use development will also include ground & second floor commercial retail space totaling approx. 14,495 sf. The hotel operation will be provided on the 3rd through 8th floors, and the residential condominiums will occupy the 9th through 21st floors. A swimming pool, restaurant, lounge & deck area with expansive terrace garden is located on the 8th floor. The Project is requesting entitlements for the following: Pursuant to LAMC Section 12.24 W.24(a) & (c), approval of a Conditional Use to allow the construction & operation of a hotel located within 500 ft. of property within an R-Zone & to allow the hotel to operate on a portion of the Project Site zoned R5; Pursuant to LAMC Section 12.24 S, approval of a Conditional Use to allow, as part of any conditional use approval, changes to the parking requirement not to exceed 20%of the Code-required parking; Pursuant to LAMC Section 12.24 W.1, approval of a Conditional Use for the sale & dispensing of a full-line of alcoholic beverages for on-site & off-site consumption in association with a proposed 192-guest rooms hotel, including service in hotel meeting & event rooms, in-room mini-bars, and the 8th floor restaurant & amenity deck with bar/lounge area; Pursuant to LAMC Section 12.28 A, approval of a Zoning Administrator’s Adjustment to allow an increase of up to 20% in the allowed Floor Area Ratio (FAR) from 6:1 to 7.19:1 & to allow an encroachment into the 10 ft. Building Line along Hobart Blvd; Pursuant to LAMC Section 16.05, approval of Site Plan Review for a development project that results in an increase of 50 or more guest rooms & dwelling units; Pursuant to LAMC Section 17.15, approval of Vesting Tentative Tract (VTT) Map No. 77149 for the merger & resubdivision of 5 lots into 7 lots, including 1 ground lot & 6 airspace lots for condominium purposes.
