City Of Costa Mesa Orange County, California Notice Inviting Bids NOTICE IS HEREBY GIVEN that sealed proposals for furnishing all labor, materials, equipment, transportation and such other facilities as may be required for: HARBOR BOULEVARD MEDIAN IMPROVEMENTS FROM 19TH STREET TO WILSON STREET FEDERAL PROJECT NO. HSIPL-5312 (099) CITY PROJECT NO. 18-10 Bids will be received by the City of Costa Mesa at the Office of the City Clerk, 77 Fair Drive, Costa Mesa, California, before 10:00 a.m., September 18, 2018, at which time they will be opened publicly and read aloud in the Council Chambers. Sealed proposals shall bear the title of the work and name of the bidder but no other distinguishing marks. Any bid received after the scheduled closing time for the receipt of bids shall be returned to bidder unopened. It shall be the sole responsibility of the bidder to see that his bid is received in proper time. Bid Documents and other contract documents may be examined at the Office of the City Engineer, 4th Floor, 77 Fair Drive, Costa Mesa, California. Hard copies will NOT be available for purchase from the City. All bidders shall register with CIPList.com in order to retrieve plans, specifications, addenda, bidder’s list, etc. It shall be the responsibility of the prospective bidders to download and print the bid documents for review and bid. It is the responsibility of each prospective bidder to check CIPLIST.com on a DAILY basis through the close of bids for any applicable addenda or updates. Each addendum will include a conformation sheet indicating receipt of the addendum. This sheet must be signed and included with the bid for each addendum issued. Bids which do not include the conformation sheet(s) for each addendum, if any, may be rejected. The City of Costa Mesa does not warrant, represent, or guarantee the accuracy, completeness, or adequacy of information provided from any third party source. The City shall not be responsible or liable in any way whatsoever for any loss or damages of whatever kind, nature, or scope, including, but not limited to, time, money or goodwill arising from errors, inaccuracies, or omissions in any documents and/or information retrieved from any third part source. Each bid shall be made on the Proposal form, sheets P-1 through P-19 and DB-1 through DB-14 provided in the contract documents, and shall be accompanied by a certified or cashier's check or a bid bond for not less than 10% of the amount of their bid, made payable to the City of Costa Mesa. No proposal shall be considered unless accompanied by such cashier's check, cash, or bidder's bond. N-1 No bid shall be considered unless it is made on a blank form furnished by the City of Costa Mesa and is made in accordance with the provisions of the Proposal requirements. Each bidder must process a Class “A” Contractor License (General Engineering Contractor) at the time of award pursuant to Public Contract Code Section 3300 and also be qualified as required by law at the time of the bid opening. The DBE contract goal is ten percent (10%). This project is a federally funded project and will be under federal regulations, which include the Davis-Bacon Act and related acts. The wage determination will be under the Davis-Bacon Act and related acts and the Department of Industrial Relations, State of California (the Contractor and Subcontractors shall pay not less than the higher wage rate). The City has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locale in which the work is to be performed for each classification or type of work needed to execute the contract. Holiday rates shall be paid as specified in the collective bargaining agreement applicable to each particular craft, classification or type of work employed on the project. The contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code Section 12990. The City of Costa Mesa affirms that in any contract entered in pursuant to this advertisement, disadvantaged business enterprises shall be afforded full opportunity to submit bids in response to this invitation. A Contractor using a craft or classification not shown on the General Prevailing Wage Determinations may be required to pay the wage rate of that craft or classification most closely related to it as shown in the General Determinations effective at the time of the call for bids. The Contractor shall comply with the provisions of Section 1770 to 1780, inclusive, of the California Labor Code; the prevailing rate and scale of wages established by the City of Costa Mesa which can be obtained from the Department of Industrial Relations (DIR) website: https://www.dir.ca.gov/OPRL/statistics_research.html; and shall forfeit penalties prescribed therein for noncompliance of said Code. The City Council of the City of Costa Mesa reserves the right to reject any and all bids or to waive irregularities in any bid. Bids are required for the entire work described herein.
