CITY OF BURBANK, CALIFORNIA PUBLIC NOTICE Final Statement on the Use of Funds Community Development Block Grant (CDBG) Funds for Fiscal Year (FY) 2018-2019 The purpose of this notice is to provide citizens with a description of the activities the City of Burbank proposes to undertake during FY 2018-19 by City Departments, nonprofit sub-recipients, contractors, and private organizations. These activities are partially funded using the U.S. Department of Housing and Urban Development CDBG Program. On June 12, 2018, the Burbank City Council allocated $1,229,753 in CDBG funds for the following projects and programs. CDBG PROJECTS AND PROGRAMS Capital & Economic Development Projects: $857,330.00 Approved Spending Level 1. City of Burbank – Community Development Department - 150 N. Third St., Burbank Eligible Activity: Eligible Rehabilitation and Preservation Activities [24CFR 570.202(a)(3); 570.208(a)(1)] Description: Provide assistance to owner/operator, micro-business, or small retail business owners with CDBG funds to improve the exterior facade of the business and increase employment opportunities for low income residents. The exterior facade improvements will include Downtown Burbank, Magnolia Park, and other business corridors. $100,000.00 2. City of Burbank – Community Development Department –150 N. Third St, Burbank Eligible Activity: Eligible Rehabilitation and Preservation Activities [24CFR 570.202(a)(1); 570.208(a)(2)] Description: CDBG Funds will be utilized for the removal and replacement of wood shake shingle roof materials on single-family residential properties occupied by income eligible property owners. $50,000.00 3. City of Burbank – Community Development Department – 150 N. Third St. Burbank Eligible Activity: Basic Eligible Activities [24 CFR 570.201 (a)(c) and Economic Development 570.204(a); 570.208 (a)(2)] Description: CDBG funds to provide a Storage Facility and Transportation Services to people experiencing homelessness. The facility, to be determined, will include temporary storage for voluntary and involuntary removal of unattended property in public and private open spaces. The program will include economic development services by creating job training, jobs, and job retention. $335,263.00 4. City of Burbank – Community Development Department – 150 N. Third St, Burbank Eligible Activity: Economic Development [24 CFR 570.203 (b); 570.208(a)(2)(A)] Description: CDBG funds will be used to provide economic development activities to nonprofits and community based organizations to enhance business operations and financial stability through strategic capacity building and technical assistance. $83,816.00 5. City of Burbank – Community Development Department – 150 N. Third St, Burbank Eligible Activity: Basic Eligible Activities [24 CFR 570.201 (a)(c); 570.208 (a)(2)(A)] Description: CDBG funds will be used to provide for development of a crisis housing program and/or tenant facility improvements to an existing facility for services to be provided to people experiencing homelessness. The location of the facility is To Be Determined. $139,693.00 6. City of Burbank – Library Department – 110 N Glenoaks Blvd, Burbank Eligible Activity: Special Economic Development Activities [24 CFR 570.203 (b); 570.208 (a)(1)(ii)] Description: CDBG funds will be used to develop and construct a worker space program at the Burbank Central Library for economic development of small businesses and micro-enterprises. $70,620.00 7. Boys and Girls Club of Burbank – 2244 N. Buena Vista St. Burbank Eligible Activity: Rehabilitation and Preservation Activities [24 CFR 570.202 (a)(4); 570.208 (a)(2)(ii)] Description: CDBG funds will be utilized for rehabilitation of community classroom bungalows at Bret Harte Elementary School for the purpose of afterschool programs. $42,938.00 8. Burbank Community YMCA – 301 Magnolia Blvd, Burbank Eligible Activity: Rehabilitation and Preservation Activities [24 CFR 570.202 (a)(4); 570.208 (a)(2)(ii)] Description: CDBG funds will be used to rehabilitate a single gender locker room and convert it into an all-gender private locker room with ADA enhancements. $35,000.00 Public Services: $159,610.00 Approved Spending Level 1. Burbank Temporary Aid Center – 1304 W. Burbank Blvd., Burbank Eligible Activity: Limited Clientele Activities [570.208(a)(2)] Description: CDBG funds will be utilized for emergency assistance and services for the homeless, those at-risk of homelessness, and for low to moderate-income persons. $13,224.00 2. Family Service Agency of Burbank – 2721 W. Burbank Blvd., Burbank Eligible Activity: Limited Clientele Activities [570.208(a)(2)] Description: CDBG funds will be utilized to provide counseling services to families fleeing domestic violence and enrolled in the CARE Cottages Program. $16,721.00 3. Burbank Unified School District – 1900 W. Olive Ave., Burbank Eligible Activity: Limited Clientele Activities [570.208(a)(2)] Description: CDBG funds will be utilized to fund a Summer Youth Employment Training Program for Burbank youth (ages 14-18) predominately from low to moderate-income households. $11,499.00 4. Boys & Girls Club of Burbank and Greater East Valley – 2244 N. Buena Vista St., Burbank Eligible Activity: Limited Clientele Activities [570.208(a)(2)] Description: CDBG funds will be utilized for a free drop-in teen program for income-eligible families utilizing the Boys and Girls Club Main Club House. $7,475.00 5. Burbank Family YMCA – 321 E. Magnolia Blvd., Burbank Eligible Activity: Limited Clientele Activities [570.208(a)(2)] Description: CDBG funds will be utilized to provide financial assistance for summer academic programs to low and moderate-income residents of the Burbank community. $9,199.00 6. BCR “A Place To Grow” – 230 E. Amherst St., Burbank Eligible Activity: Limited Clientele Activities [570.208(a)(2)] Description: CDBG funds will be utilized for programs designed to benefit developmentally disabled adults and children by providing transportation to and from activities. $11,568.00 7. Burbank Noon Lions – 911 E. Cypress Ave., Burbank Eligible Activity: Limited Clientele Activities [570.208(a)(2)] Description: CDBG funds will be utilized to provide eye/ear testing, eyeglasses, and hearing aids for senior citizens or persons in need. CDBG funds will also be utilized for free eye screening exams for children from six months to six years of age. $2,875.00 8. Kids Community Dental Clinic – 400 W. Elmwood St., Burbank Eligible Activity: Limited Clientele Activities [570.208(a)(2)] Description: CDBG funds will be utilized to provide dental care services for economically disadvantaged youth. $8,624.00 9. Family Promise of the Verdugos – 2406 N. Naomi St., Unit A, Burbank Eligible Activity: Limited Clientele Activities [570.208(a)(2)] Description: CDBG funds will be utilized to provide job development, case management, and temporary housing assistance to families experiencing homelessness. $60,371.00 10. Armenian Relief Society – 75 E. Santa Anita Ave., Burbank Eligible Activity: Limited Clientele Activities [570.208(a)(2)] Description: CDBG funds will be utilized for social services aimed toward promoting self-sufficiency for low to moderate-income adults living in Burbank. $1,380.00 11. Burbank Coordinating Council – P.O. Box 10126, Burbank, Eligible Activity: Limited Clientele Activities [570.208(a)(2)] Description: CDBG funds will be utilized for campership scholarships targeted to low-income children between the ages of 8 and 18. $5,175.00 12. Salvation Army Burbank Corps – 301 E. Angeleno Ave, Burbank Eligible Activity: Limited Clientele Activities [570.208(a)(2)] Description: CDBG funds will be utilized for the coordination and delivery of supportive services, physical and mental health, hygiene, housing, and counseling services to people experiencing homelessness. $11,499.00 Program Administration: $212,813.00 Approved Spending Level 1.
