An ordinance was adopted July 28, 2018 by the Costa Mesa Sanitary District Board of Directors establishing five divisions for purposes of electing directors. The ordinance was adopted after the District received a legal challenge alleging that the District’s existing “at-large” election system was a violation of the California Voting Rights Act because it caused vote dilution of minority voters. The Board adopted the divisions to avail itself of the safe harbor provisions that limit the amount of attorney’s fees that can be obtained for the challenge. The new divisions go into effect beginning in 2020. The map showing the divisions is available on the District’s website www.cmsdca.gov .
